Biographical

Mr. Burks, with more than two decades of mediation and arbitration experience, provides alternative dispute resolution services for most civil and probate disputes.  Mr. Burks employs a mediation style of evaluative risk management. For arbitrations, Mr. Burks developed and uses a set of simplified rules commensurate with the Federal Arbitration Act. Mr. Burks’ four decades of litigation experience began as an investigative and trial attorney for the United States Securities and Exchange Commission.  During private practice, he represented plaintiffs and defendants.   Mr. Burks has a depth of experience in all business and insurance matters, professional liability, ERISA, products liability, personal injury and class actions.  

Mr. Burks provides private arbitration services under the Federal Arbitration Act and rules promulgated by Burks ADR, LLC.

Mr. Burks is also a FINRA - Financial Industry Regulatory Authority.

Mr. Burks' hallmark objective is to provide neutral, dedicated, innovative, efficient and focused mediation, arbitration and conflict management services.

Memberships & Affiliations

Mr. Burks, AV rated by Martindale-Hubbell, is admitted to practice before the United States Supreme Court, United States Court of Appeals for the Eighth Circuit, United States Districts Courts for the Eastern and Western Districts of Arkansas, and the Arkansas Supreme Court. On a pro hac vice basis, Mr. Burks has also practiced in other Federal and State courts throughout the United States.

Mr. Burks is a long standing member of the American Bar Association and Arkansas Bar Association. He is currently a member of American Bar Dispute Resolution Committee and Sections of Business Law and International Law.  Mr. Burks is former Chair, Arkansas Bar Association, ADR Section, Group Insurance Committee, and Task Force on Professional Liability Insurance. He is current Chair, Arkansas Bar Association, Task Force on Health Care Insurance.  Mr. Burks has served on multiple committees and sections.
